I've missed a lot of the action over the past few weeks because I've been virtually stuck with my phone/mom's computer when she's not using it (and I've needed the break as there's been a lot of drama going on in my life right now), but it might have been for the best because it gave me a chance to think things over and calm down a bit. Not that I'm not still incredibly angry but I've at least come to some conclusions.
1. This is not a ruse. I'm 99.99% sure of that. The 24 producers, while manipulative at times, have never outright lied before, and I actually can't think of any major television showrunners that have intentionally and outright lied to their fans. Misdirection, sure, but saying "Tony will not be returning" and then bringing him back would cross that line. More than that, even if the producers were willing to go that route, I highly doubt Carlos would participate.
2. That said, it's not entirely impossible that he won't make an appearance in the final episodes. Carlos did say "never say never" and while the odds are most definitely against us, a final appearance in the last couple of episodes is not out of the question. Personally, I'm not sure that that's the right way to go; unless they have a valid reason for bringing him back and a solid storyline for him, it's only too likely that it would be a purely gratuitious way of throwing the fans a bone. I don't want to see him for a scene or two in a cell on death row. This season was supposed to be about redemption, and that's not really possible for Tony in such a short arc.
3. Assuming he doesn't come back, I'd be slightly mollified if he wasn't at least entirely ignored. I told Kasia that I'd love a reference to Jack visiting Tony in prison, and I think there are some great parallels to play with given Tony's last stint in jail. While I'd assumed they'd be played out with Tony actually onscreen, it's not entirely impossible that there can't be some reference to them. I think it's too much to hope for that Jack has been trying to get Tony out and frankly I don't think that he would but I'd like to know that the Brotherhood wasn't left behind in those final scenes of s7. Personally, I'd LOVE for the final scene of the season to be Jack sitting down in a holding room and having Tony brought in for them to discuss the events of the day, but if this is the final season I'm pretty sure it will end with Jack, Kim, and baby Teri (a full circle to the first scenes of season 1).
4. One thing that I know a few of us have considered is the possibility that he either died or was killed offscreen. I really, really doubt that this is the case. For one, I can't imagine that the writers would be that stupid, although they are constantly amazing me. More realistically, though, his death would likely have been an execution, and following Martha Logan's appearance in season 5 I did some research on that. While Tony is almost certainly on death row, and probably wouldn't bother with appeals, etc., the process takes many years and given the time span between seasons 7 and 8 it's just incredibly unlikely and unrealistic.
5. There's no harm in the petition. I don't think any of us have high expectations that it will make much of a difference but it's certainly not going to hurt our chances.
6. There's been some talk of a movie in this thread. While yes, I'd love for Tony to appear, I've always hoped that when they do a movie it would go back in time some a la BSG: Razor. Personally I'd love a pre-season one story, possibly the Nightfall Operation, though given how much time has passed and the actors have changed it's incredibly unlikely. I'd rather see the old Tony explored, preferably with Michelle, instead of the new one.
